Commissioners Meeting-21 February 2012
The next meeting of Peel Town Commissioners will take place on Tuesday, 21 February 2012 at 7:00pm. The public agenda is appended below and members of the public are welcome to attend.

PEEL TOWN COMMISSIONERS REVENUE BUDGET 2012/2013
Over the last three months the Commissioners have been examining the revenue budget for the ensuing financial year 2012/2012.

Over the last two years the setting of the Town rate has been difficult due to the economic climate and in particular the continuing need to keep expenditure under tight control following Central Government’s shortfall in funds as a result of the adjustment to the reciprocal VAT agreement with the United Kingdom.

All areas of the Commissioners finances have been examined to identify savings in the day to day operations and service provision.  However, the Commissioners have been advised that the cost to dispose waste at the Island incinerator will increase from £30.74 to £35.00 per tonne.   This will increase costs by over £8,000 per annum.

To achieve significant savings the current three year grass cutting contract for Ballawattleworth Estate will not be renewed and from April 2012 this work will be undertaken in-house with the Commissioners own staff.  First year costs (including purchase of new equipment) are on a par with the cost of the contract but significant savings will accrue from year two onwards.

Whilst the Commissioners continue to exercise restraint some new projects will be undertaken including provision of new play equipment in the sum of £10,000, additional CCTV coverage in the Town Centre at a cost of £10,000, street lighting at the Market Place and Ballaterson Crescent in the sum of £9,000.  Over recent years the Town’s public conveniences have been upgraded and improved.  This will continue with £6,000 to be spent on the Market Place toilets.  Additionally minor Information Technology upgrades have been included for 2012/2013 at the Town Hall. 

Having regard to the estimated expenditure required the Board has agreed to set a Town Rate of 242 pence in the £ (increased from 237  pence in 2011/2012 and representing a 1.7% increase and a separate refuse charge per dwelling of £128.50 (increased from £126.50 in 2011/2012 and representing a 1.6% increase).

Subscriptions
It was recently agreed by the Peel Town Commissioners that the annual adult subscription rate for the year 2012-2013 will rise by 50p.  From 1 April 2012 the Adult membership will be £9.00 and Rural Adults will be £10.00. Junior/Student membership will remain at £2.00.
The subscriptions for the year 2011-2012 are now due before 31st March 2012, and notices to remind borrowers will be on display in the Library.  It only takes a moment to check if your membership is up to date.  The library cannot issue books if your Library card is out of date, and any outstanding books will be classed as overdue and charged accordingly.
Book SaleThe popular Book Sale is still continuing, what started as a temporary sale seems to have become a permanent fixture; there are plenty of bargain books on offer, suitable for all ages.

Photo winners
Congratulations to the winners of Peel Online's photo competition, and thank you to everyone who sent in entries throughout the year. Thelma Birkett, the Commissioners' lead member on recreation issues has judged the competition and again found it difficult with the large number of excellent photos. In first place was John Bennett's sunrise over Peel harbour, a view that I expect many of us never see as it means a very early wake up in mid summer. Second place this year goes to Mark Nelson who captured the Commissioners' firework display on November the 5th. Peter McEvoy's monochrome view of Stanley Road is awarded third prize. This year there are also 2 highly commended awards for Agnes McKnight and 12 year old George Fisher.

Christmas Lantern Competition
The Commissioners Christmas Lantern Competition took place on Saturday, 3 December at the House of Manannan. Children were able to spend the day at the House of Manannan making up their lanterns which were then judged by Neil Cushing, Chairman of the Commissioners.

With some 25 entries the quality of lanterns made by the children was very good. The category winners who received book vouchers were as follows:-

Following the judging the children led a procession up Michael Street to watch the Christmas Lights being switched on by Santa Claus and the Carnival Princess

Firework Display
The Commissioners have received some favourable comments regarding the firework display and bonfire held on 5th November. If any member of the public that saw the display wishes to provide some feedback on the display such as its quality, length, way to improve the display etc., then please forward your comments to the the Commissioners website at www.peelonline.net.

Tourism awards
Well done to Peel for being in the top three for the Best Town award in the annual tourism awards. Watch out on 30th November to see if we win for a fourth year in a row!

Also well done to Peel Campsite for being in the top three in the Campsite category.

Christmas and New Year Refuse Collection
The Commissioners refuse collector has indicated that the weekly bin collection arrangements over the Christmas and New Year period will be such that it is put back one day. Bins normally emptied on Monday will be collected on the Tuesday, Tuesday's collection will be on Wednesday and Wednesday's collection on Thursday.

 
Bonfire Night
As in previous years the Commissioners are organising a bonfire and spectacular firework display on the evening of 5 November 2011. The bonfire will be lit on the beach at 7:00pm and the firework display will start at 7:30pm. This year there will be a lantern parade starting from opposite Cookies and Candy on Peel promenade at 6:30pm. This is being organised in conjunction with Peel Clothworkers School. The Vikings of Mann are also organising a torchlight procession starting from the Castle and finishing at the bonfire.

Peel Civic Sunday Service
This year the Chairman, Mr Neil Cushing's, Civic Sunday Service will be held in the Methodist Chapel, Atholl Street, Peel on Sunday, 17 July 2011 at 11:00am. The service will be conducted by Revrend Grace Easthope and preceded by a procession from the Town Hall at 10:45pm. The procession will be led by Castletown Silver Band and will include Church Street, Christian Street, across Atholl Place and along Atholl Street to the Chapel. Invited guests will be welcome to join the Chairman and his fellow Commissioners for refreshments in the Corrin Hall after the service.

Vandalism in Peel
The Commissioners are increasingly concerned at the level of vandalism taking place in Peel over the last couple of months. Since April the Skateboard Park and the West View play area have been subject to wanton vandalism including fence panels being destroyed at the Skateboard Park, swings damaged and timber benching broken at West View play area. Over the weekend of 22-23 May the beach shower was attacked and damaged. All these incidents are costing the ratepayers of Peel sums of money that could be better spent on making Peel better for everyone.

These incidents of vandalism have been reported to the Police and the general public are asked to report any further incidents of damage and destruction to Commissioners property by contacting the Police or the Town Hall. The Commissioners will look to prosecute any offender/s that are caught causing damage to Commissioners property.

At Peel Commissioners' AGM last night, Neil Cushing was elected Chairman to succeed Ray Harmer, and the Vice Chairman is now Eric Beale. The Lead Members were elected as follows: Finance - Ray Harmer; Works - David Lace; Housing – Alan Jones; Recreation – Thelma Birkett.

Congratulations to Margery Faragher and Karen Elliot

Congratulations to Margery Fargher from Peel Town Commissioners for being chosen to attend the Maundy service held last week in Westminster Abbey attended by the Queen.

Congratulations also to Karen Elliot who won a record fifth the Cleveland Medal at the Guild.

Commissioners Garden Competition
As in previous years the Commissioners will be holding it's annual garden competition. There will be categories for best garden, best hanging basket display and best commercial premises. Application forms are available from the Town Hall and the deadline date for completed entry forms is Friday, 15 July 2011.

Vandalism in St Peter's Church Grounds
It is regretable to report that a number of incidences of vandalism to various flower beds have occured in Peel culminating with plants/shrubs being broken at their bases in St Peter's Church Grounds on the Market Place. This happened overnight, on Tuesday the 8th March. The damaged shrubs will cost around £200 to replace and the matter has been reported to the Police.

The Commissioners ask for any member of the public to report all suspicious activity of this nature to the Town Hall and Police.

Michael Street
On Saturday, 5 March 2011 the temporary change to the road closure times in Michael Street came to an end.

The Department of Infrastructure will now review the trial period when the street was closed to traffic on Saturdays from 10:00am to 4:30pm. The views of residents and shop keepers will be considered and after liaison with the Commissioners a permanent decision on vehicular access to Michael Street will be made.

Peel Achievers Reception- 24 March 2011
Mr Ray Harmer, Chairman of Peel Town Commissioners has organised a "Peel Achievers" evening to be held at Peel Golf Club on Thursday, 24 March 2011 from 8:00pm.

The evening reception will celebrate local achievers and a special presentation will be made to Zoe Lambie in recognition of her outstanding success at last year's Special Olympics. In addition the winners in the 2010 peelonline photographic competition will be presented with their cheques.

The evening will consist of a buffet and live music. The Chairman will also be holding an auction of items and a prize raffle. Proceeds from the evening will be divided between the Peel Branch of the R.N.L.I. and Western Live at Home Charity. Tickets are available priced at £12.00 from the Town Hall. Please ring 842341 or call in to the Town Hall for your tickets.
